The officer ranks actually consists of both the warrant officer and the commissioned officer ranks.  

Commissioned officers are the managers, problem solvers, key influencers and planners who lead enlisted Soldiers in all situations. They plan the missions, give the orders and assign the tasks.  Although the rank insignias are the same the titles used are different from service to service as are the responsibilities associated to the rank.
